Are they oversized to fit over existing rockers that are somewhat rotted?

We cut the rotted metal out, it appeared that it was the same form/shape as the original body, so I would lean towards no. Maybe you could cut out the worst rust and just leave a lip to weld or river to. I can say these were very high quality, very thick metal. Should hold up for a long time.
