This is a common issue on an older car. You go to pull open the hood. You pull the hood release and go to open up the hood. It kind of budges or makes a little noise but it doesn't actually open.
What you do is have somebody in the car pull the hood release while you push down the hood. Pull and release. That just kind of gets things started. Let it go. It comes up and then you've just got to figure out how to get it up the rest of the way.
As soon as you get it open, spray this whole assembly with a ton of penetrating oil. There's a little bar that it hooks up onto. Just spray it up there and then the mechanism loosens up as well. It pays to have your helper stay around while you kind of close the hood and open it up again a bunch of times.
