It goes from 10 foot-pounds to 100 foot-pounds, or 16.9 Newton meters to 138.9 Newton meters. And you simply turn it clockwise to unlock it, and then you can set to torque that you want. Dial it in.

Let's see here. I'll turn it to foot-pounds. Dial it in. And then you'd lock it, and then use it. It will click when you've reached the specified torque. And when you're all done, just unlock it and store it unlocked. This is a great entry level torque wrench, and you can buy it from 1AAuto.com
