These will be 20" extended IN, and 23 1/2" extended OUT.

They extend to around 18" from window when extended. 15" all the way in on a 2016 Frontier, they extend 3"

Yes, they do fold in. They also slide in and out. They are quite larger than the original equipment so if you like going through the car wash, you will need to fold them in. They are awesome!

Can the black cap be painted without the paint flaking back off?

That would depend on how the mirror is painted. The mirrors are made out of black plastic. Once they are received they can be resurfaced, prepped and painted by a professional to match the vehicle they are being mounted on. Thanks!
