  1. step : Removing the Wheel (0:25)
    • Loosen the 21mm lug nuts with the vehicle on the ground
    • Raise the vehicle with a floor jack
    • Secure the vehicle on jack stands
    • Remove the lug nuts
    • Remove the hub cap
    • Pull off the wheel
  2. step : Removing the Rear Brakes (1:29)
    • Loosen the bleeder screw with an 8mm wrench and confirm fluid drips out
    • Pry the brake pads into the caliper with a flat blade screwdriver to push in the pistons
    • Tighten the bleeder screw
    • Loosen 14mm bolts on the brake caliper
    • Loosen 19mm bolts on the brake caliper bracket
    • Remove the bolts, caliper, and bracket
    • Set the caliper aside and bracket
    • Pull the rotor off
    • If the rotor will not come off, thread the lug nuts and strike the hub area of the rotor with the ball end of a ball peen hammer
    • Remove the brake pads
    • Remove the caliper bracket from the caliper
    • Remove the boots from the brake pad slides
  3. step : Cleaning the Wheel Hub and E-Brake Assembly, and Adjusting the Brake Shoes (7:29)
    • Inspect the condition of the e-brake shoes
    • Clean the wheel hub with a wire brush and rust penetrant
    • Clean the e-brake area with sandpaper (for e-brake shoes), wire brush and rust penetrant
    • Apply a dab of copper anti-seize to the adjuster and wheel hub base
    • Slide the rotor on and secure it by hand with a lug nut
    • Slide the adjuster wheel up or down so the rotor moves freely and does not have too much drag
    • Place the rubber plug on to the rotor
  4. step : Removing the Brake Caliper and Preparing the New Brake Pads and Rotors (14:52)
    • Pinch off the brake line with hose crimpers
    • Remove the 12mm brake line bolt with the ratchet in the reverse setting
    • Clean the brake pad clips with a wire brush and rust penetrant
    • Apply grease to the brake pad clip mating surface on the caliper
    • Apply grease to the caliper slides
    • Apply grease to the brake pad tabs
  5. step : Installing the Rear Brakes (21:34)
    • Install the new brake pads into the bracket
    • Put the caliper on the caliper bracket
    • Place the caliper slides on
    • Tighten the 14mm bolts to the caliper
    • If needed, remove the crush gasket from the brake line bolt
    • Check the brake line hose for rust build-up or corrosion
    • Insert the caliper assembly to the brake rotor
    • Tighten the 19mm bolts to the caliper bracket
    • Torque the 19mm bolts to 62 foot-pounds
    • Tighten the 12mm brake line bolt to the caliper
    • Remove the hose crimpers from the brake line
  6. step : Bleeding the Brakes (27:30)
    • Pump the brake pedal slowly a few times with a pry bar
    • Loosen the bleeder screw with an 8mm wrench
    • Let the fluid drip and inspect it for air bubbles
    • Replace the bleeder screw cap
    • Check the master cylinder and add the manufacturer's specified brake fluid with a funnel as needed
  7. step : Reattaching the Wheel (31:11)
    • Slide the wheel into place
    • Install the hub cap
    • Start the lug nuts by hand
    • Tighten the lug nuts preliminarily
    • Lower the vehicle to the ground
    • Tighten the lug nuts to 83 foot-pounds in a crossing or star pattern

It depends on the thickness and if they are warped and how much. It is much easier to replace them.

By cutting do you mean resurface? Yes, If the thicknes is within spec, these can be resurfaced. I had mine resurfaced
