I did not need them on my Tacoma they are the plastic peice the mounting screws go into most likely your old ones are fine I bought them but did not use

I bought some when I bought headlights for my Avalon but didn't really need them. The Rav4 might be a little different story, however. I can't say.

You likely need them, as they can often break when being removed

Only need to replace them if the old ones are worn out. We replaced ours because we didn't want failure later down the road. They are over priced though.
