I have got one of these installed now. It seems to be made of heavier material than the original sheet metal on my Suburban. This is my first attempt at body work so I had to first learn how to weld light sheet metal. This body panel is shaped well and matches the original very well.

Will these need to be underlayed or the original fender overlap? Or should I place over the old, mark around the new, cut it at the line and weld it?

It is designed to be a replacement for the original sheet metal and therefore must be cut out and the new panel welded in place. There is also the grinding of the welds, a thin coat of filler, primer, undercoating, and painting required to complete the process (typically done by a body shop). I believe there are 'covers' available for rocker panels though. I personally do not like to cover the problem.
